Non-floating mulch?  Consider the following:

All shredded mulches are considered to be non-floating.  The shredded fibers combine to form a basket weave of mulch which in essence stays locked in-place.  Mulch products that tend to be chipped such as Pine Bark, or less-weighted materials such as Pine Straw can quickly be swept away in a Florida rain storm.  

So be confident in your selection that a shredded mulch product will stay in-place, no matter the price, color or wood type.
